Yes, that's the correct behavior if the Telo is in landline mode. If it's in nonlandline mode, the Telo will ignore incoming calls on the WALL port.

Ah, great question. I just tried that. Results: Even when the Internet is down, Ooma Telo ignores incoming calls on the landline.
It would be nice if incoming calls rang through on network outage though. That way you could set Call Forwarding in My Ooma to forward to your landline backup when your Internet is out.
Not too bad though, IMO. I just want a solid 911 backup if my Internet goes out (but I still want the bells and whistles of Ooma in "standalone mode").
