UPDATE: Well it only took 6 months but spectrum fixed it.
The problem was one of their upstream ronters had a bad rules file. I tried tech support multiple times and no one could help or should I say would help me. I disconnected the service and at the same time emailed the CEO of spectrum asking for help.
A few weeks ago, I got a call from the director of tech support in my area. I shared my port scan spectrum from my tele which showed what ports spectrum was blocking. He got with engineering and told me they found the problem, and addressed it. He asked for me to apply for service, so they could test it.
Bottom line, everything works now.
