Can I connect my Ooma Telo base unit directly to my computer via a USB cable
and then plug the HD3 phone into the Ooma Telo unit?
Will this work?

No. The Telo connects to an Ooma server directly using a vpn.
The HD3 connects to the Telo wirelessly using DECT 6.

Thanks, I had wanted to use the phone when traveling without needing to connect to a router.

I don't use it but there is a smartphone Ooma app that can be used to make calls using your Ooma number as long as the smartphone has a data connection, preferably over WiFi.

Ooma offers a Wi-Fi adapter for the Telo. This could be an option if the place you are staying at offers Wi-Fi service.
