is there still a reactivation fee?

If I buy a used Ooma as a backup will I be charged an reactivation fee? I ask because I looked through the forums and the only posts (3+ years old) indicate there's a $9.99 fee. However I just called customer service to see what the price today would be and I was told there is no reactivation fee. Since prices NEVER go down, I was wondering if anyone help me settle this.

I bought my Telo used off eBay, my only one, 2 years ago.
I paid a $40 porting charge with basic service, not the Premier package.
I believe that if I had used the Ooma issued number, no porting, there would have been no re-activation charge.
