For the 1st time ever, reinstallation is not working after a device problem

I purchased my device in October of 2021 & have never had a problem like this. My internet provider recently had multiple outages with less than 1 day. I have always been able to reinstall my Telo in the past with no problems, but this time has been very different. No matter what I have tried, my device status indicator just flashes red. I have tried so many approaches that I've lost count. I have found many possible solutions, but none have worked because my device was slightly older or newer or possibly just broken. My OOMA Black Telo device details are:
1) Mac Address: 0018-6149-32C4
2) SERIAL NUMBER: MS2102K10354
3) Part number: 110-0119-601
4) REVISION A03
