not connected to ooma network

New install flashing red logo twice+pause, then repeats. Busy signal on phone. Inbound calls go to voicemail. Ooma Telo, firmware 59726309, static ip, modem>router>ooma, tried 2 routers and multiple cables/reboots. ???

Try accessing the device settings from a computer connected to the Telo 'HOME' port, and check the 'Home' and 'Status' pages to confirm what's connected, configured, active, or running. And from the 'Tools'->'Ports' page, run a port scan, to check whether the gateway/router blocks any TCP or UDP service ports.

Only ooma network, tunnel, and inbound caller id are disconnected and inactive. Basic port scan says not connected to server. Advanced scan tries for 20 sec and stops.

Is there a reason that the Telo Internet Settings 'Connection Type' uses a Static IP Address, rather than Dynamic (DHCP)? If so, then also make sure to correctly set all of the Static IP Address Options ('IP Address', 'Netmask', 'DNS Server 1', 'DNS Server 2', and 'Router Address') to suitable values.

DHCP was tried first wo success (continuous red blink).
Static
IP 192.168.0.196
Net 255.255.255.0

Try disconnecting the Router from the Telo 'INTERNET' port, unplugging the router for a few minutes, then plugging it back in and rebooting it. From the Telo device settings, write down any settings worth keeping, (to restore later), then perform a factory reset ('Tools'->'System'->'Factory Reset').

Wait a few minutes, and then reconnect the router to the Telo 'INTERNET' port. Ideally, the Telo logo should transition from blinking red (connecting), to blinking purple (software upgrade), to solid blue (connected). This may take an hour or so; do not unplug the Telo during this time.

If that doesn't work, then try temporarily changing the router's DNS settings, to use different DNS providers, then reboot the Telo, ('Tools'->'System'->'Reboot'), and then wait for it to connect again. If that doesn't work, then contact Ooma support for further help.

Your procedure again gave the same red/red/pause status, including default DHCP on the Telo since the home port rejected other settings("try after some time"). Next deleting the IP reservation on the router gave the steady red blink. After reserving IP again the Telo rebooted itself. The blue logo eventually appeared but I don't know why. It took 10-20 hours of troubleshooting to get here.
