My scout seems to be working very oddly

I hooked up my scout and have dialtone. I can place outgoing calls and answer incoming calls on the phone that is connected to it. My problem is that the entire bottom row of lights are lit up and I can't use the answering machine functions of the scout. Do I have a faulty scout or have I done something wrong? Any ideas would be welcomed.

By "Scout" do you mean "hub"?
