Incoming calls don't ring

I am on Android v4.1 and incoming calls do not ring. The phone wakes up and displays the person calling, but it doesn't ring or vibrate.
Bug or is there a setting somewhere I don't know about.

Try "Preferences", "Call Forward". Ring External Number" on the OOMA app on your cell phone and make sure that it is enabled. Also make sure that "Preferences", "Device Settings", "Mode" has either "Outbound and Inbound" or "Inbound Only" whatever is your preference.

Preferences:
"Ring Home Phone"
"Ring App"
"Ring External Number" all checked.
My cell is listed as the external number.
"Conditional Forward" is Always
I also have Mode set to Outbound and Inbound.

All my settings are correct. My android app only rings about 5% of the time. The rest of the time incoming calls go straight to voicemail. Tech support has no solution.
