I have never tried it, but I read that Ooma Mobile can be used for outgoing calls on an Android phone if WIFI or other data service is available.

We spend 25% of our time in USA and rest in Canada. If I install that app, would I be able to make outgoing calls in both countries? (For BASIC service)

Anyway, installed the app and it does not allow outgoing calls while in USA on basic service. May be of some use in Canada, but with Google Voice/Hangouts, no real need except that it would presumably show our home number. Calls could not be returned to mobile, but messages could be left on home phone, I guess.
