Is vacation mode just a copy of the away mode that ignores scheduled mode changes?

Yes, it's the same as if you switched to Away mode and turned scheduling off. However since it's a separate mode you have the option of defining a different set of notification settings.

If vacation mode is enabled and you leave home will geofencing change the mode to "away"? In other words is the only difference vacation mode implements is to disable scheduled mode changes or does it stay "locked in" until manually changed?

In Vacation mode geofencing is only applied when returning home. The mode will then switch to Home.
