Vonage lag is 1/3 Ooma's with Comcast biz internet

Any suggestions for getting the approx. 1 second ooma lag/latency down to be like my vonage on the same network?
I'm in SF bay area. Have 60Mbps/12Mbps (w/ speedtest.net) Comcast business internet using Telo Revision A00.
Frequently have callers say they can't understand me. Rebooting all my network gear can fix that.. for a while.
I have had Ooma Premier service. For years.
Connection is: Comcast cable box in bridge mode -> TP-Link R600 -> Ooma. Vonage box is the same.
Changing Ooma connection point into network doesn't change lag. I've tried many power cycle sequence scenarios, without change in this behavior. Ooma always long latency and Vonage is low.
If Comcast is penalizing RTP or whatever protocol/port VOIP uses, why does Vonage manage to be better?
