Crackling or underwater Voice

Help! Several phone calls to customer service and one new ooma device later, I'm still having incapacitating voice quality issues with calls outside the U.S.

It's either a crackling voice or the dreaded unintelligible underwater voice. Every call starts normally, but one of the two voice quality issues will appear no more than 10 seconds into the call.

Any ideas much appreciated. I don't want to quit ooma, but feel like I'm on my last leg here...

Two things I probably should have mentioned:

1. Problem only occurs during international calls. When calling within the U.S., voice quality is excellent.
2. Problem started appearing about two months ago. Before that, voice quality of international calls was also excellent. Can't correlate this with anything: no changes in devices, ISP, modem, router, etc.
