Echo has returned

I received a call this morning. Every word I spoke was echoed back to me.
Notes:
Call was from an ATT landline user to my primary Ooma number.
I am using a Panasonic cordless phone.
I had this issue before and it was resolved but is back worse than ever. :(

I have not been able to call a particular number in India and have a conversation. The echo, the dropped packets - its quite disgusting. I have to ask them to call me which is quite embarrasing.
