I'm getting complaints about my voice being "garbled, like I'm under water" or dropping out, and sometimes clicking noises.

I can generally hear the other party fine on my end. I have no idea what a G.711 setting is.
What can be done?

Have you run an internet speed test from a computer specifically looking for dropped (lost) packets? The problem would be in the upstream connection. In my case my modem was dropping up to 17% of my upstream packets. A new modem brought the loss to 0% and my audio problem was gone.
