Horrendous Call Quality lately!

I have a synchronous 20 meg internet connection, and lately, the call quality has been terrible. There is a background noise that sounds like a loud flutter that blocks everything out when it occurs, and there are so many dropouts, that both sides keep asking to repeat what was said. This is getting very frustrating...
Is there anything that can be done?
