Will East Coast Server Help?

I have been intermittently having the problem where unless you pick up the call on the first ring, the caller hears nothing but the phone ring and all you get is buzzing sound. The phone and connected internet devices to Ooma are disconnect for five minutes or so until it resets once you hang up. Did VOIP test and got green on all five circles. Will switching to the East Cost server help (I live on the East Coast)? I also have a second business line that will need to be switched also.

Yes. After being moved back to the East Coast server, my service has been fine.
