Static on Line with FIOS

I have Verizon Fios, and the Fios hub also is the router, so I can't put the Ooma device in front of the router. Whenever I use my phone (cordless or corded) people at the other end complain of static.

Can I configure QoS even though I'm behind the router? Will it help?

Thanks to anyone who can help me, I'm currently very dissatisfied with my Ooma.

The Fios router has several QOS settings so you could assign rules to give ooma priority
note: "static" is not usually due to network settings and VOIP, it is usually caused by poor wiring connections at jacks or poor telephone cables
Things like delay, echo, or choppy audio are more likely due to network issues
