Having some line noise issues ...

and they're driving my gf to stop using our ooma phones in favor of her cell. this can not stand!
what it is is a constant fuzziness on the line, sometimes more annoying than others. also, sometimes the voice on the other end sounds overamplified and screetchy, like it's all treble and no bass. finally, there's a major time lapse between dialing the call and the call starting to ring -- like 15 or 20 seconds -- much too long!
anyway, the cable modem is plugged into the ooma which is plugged into a linksys router. looks like a pretty plain vanilla set up. the phone is 5.6 mhz, i think. i am using the scout. below are my voip test statistics. can anyone offer me some trouble shooting ideas? thanks a whole bunch!
