Receiving Calls, Can't Call Out Unless Directly Connected

Just ported my phone number to Ooma, and didn't notice whether this was a problem before because I was using one phone on the Ooma as a trial and used the second phone on the land line as my back-up.
Now that the phone number is ported, I am trying to connect the Ooma to the living room phone jack (where my internet comes into the house), and run my two phones in different rooms all at the same time.
I have unplugged the Ooma for 30 minutes and re-plugged it in, as the initial e-mail instructed.
People can call the home and everything works fine.
I cannot call out on either phone. I just get a busy signal after dialing.
The Ooma is plugged into a wall jack. In another room, there is one phone plugged into the wall jack. In another room is a second phone plugged into the wall jack.
When you pick up either phone, you get the Ooma tone and the dial tone, but after dialing any number, you only get a busy signal.
If I plug either phone directly into the back of the Ooma, then it will work.
I've confirmed the regular phone service is dead. When the Ooma is not plugged into the wall jack, no phones work.
I thought I'm supposed to be able to plug the Ooma into a wall jack and it makes the whole house "live?"
I've tried dialing *99, *98, and *96 as instructed from other threads and it doesn't help. Dialing *99 or *98 gets me a busy signal after 4 numbers when trying to immediately dial X-XXX-XXX-XXXX. Dialing *96 gets me nothing at all. Just silence for a long time, ultimately followed by a busy signal.
