stupid question - when cable modem is off

If I turn my cable modem off, are my calls automatically routed to voicemail?

That's how it's supposed to work. I have had mixed results.

Sometimes, it will send the caller to voice mail and when they try to leave a message it says "I'm sorry, I can't hear you... Goodbye" or something close to that. Other times it has worked as expected.
