Should I leave the upstream internet speed at 5400 or change it back to 512?

leave it as is

if you're using the telo home port set upstream to something approximating your upload speed.
if your upload speed is >= 10 mbps there is no need to set upstream (0 means disabled).

Same problem with long dialing delay. I am also irritated by the delay when talking, especially when talking to someone on a cell phone (which also involves a delay.) The delay is long enough that we end up talking over each other, and I have resorted to talking to my wife using radio protocols (as in "over", roger and wilco.) This is an unfortunate fact of digital systems.

Then there is another problem with incoming calls. The phone rings and even if I get it on the second ring, it transfers to our alternate number. Even if I get it on the first ring, there is a LOOOOng delay before I can talk to whomever is calling and I often mistake the call for a Robo call where they are just checking to see if anyone answers.

I'd go back to a landline except our carrier is Century Don't Tell. (nee General Telephone)

same issues. shuts down in middle of a call. I can here them answering but they can't here I, dial but no ringing can be heard. long wait time before answereing.

Last I tried, I could call out from ooma, but if I try to call my ooma phone, I get a "can't take your call right now" message after 1 ring (cell phone, so probably not a real ring on your end).

My ooma box is blue. I have internet. I've tried power cycling the ooma box. I've missed 2 incoming calls from work and 2 incoming calls from me today.

Yesterday I missed 7 incoming calls from work while I was sitting in front of the phone.

Are you sure that you don't have Do Not Disturb enabled?
