Outbound calls are being made not by me.

Started using ooma two months ago. I noticed in the logs I would get a call from a scam or marketer that I do not answer. Then (in the log) it shows an outbound call at the same time or 1 minute later. The number of the outbound call is always the same and it is a disconnected number I tried calling.
Now I'm starting to see the same outbound call after legitimate calls.
This is frustrating as I think someone is spoofing my number. I called the FCC and they said there was noting I could do about it as did ooma.
Is this because I switched to voip? did this happen with my landline?
What can I do about this?

The telo cannot make calls by itself. What is the last 4 digits of this number dialed?

Log shows that e.g. on 2/12 a call was answered from 4258, that person hung up so dialtone was played on your phone, then your phone was hung up, but right after picked up again and 7757223 was dialed.

Do you have any devices that make calls like TiVo, ReplayTV, DirectTV, alarm system?

No to any of those devices.
That call on the 12th, 4258, like the others are scam calls. I don't answer them.

I'm still having an outbound call at least once a day to the same number, which happens to be disconnected.
Is there a way to stop this or block this out bound phone number?

The Telo can't make a call on its own. Something you have connected to the Telo is doing it. Typical culprits: TiVo, ReplayTV, an alarm system, a medical device like a heart monitor.

There is nothing connected to my phone line except the ooma and a phone. I want to block a number from dialing out. Is that possible?

this is still happening. Purposely did not answer today and the line was buy for 33 seconds with an outbound call to the same number as above. Again, nothing is connected to my lime except my Panasonic phone.
