Is your Panasonic phone connected directly to the jack on the Telo?
Your statement implies that both the Panasonic phone and the Telo jack are connected to the wires in your walls.

The telo is connected to the wall. All of my phones are connected to the wall jacks also. The phone line has been disconnected from the box outside to isolate it to the house interior.

I would try disconnecting the Telo from your wall jack and instead plug your Panasonic phone base directly into your Telo.

I have 12 phones throughout my house. Are you suggesting I only have one? I tried this last year for a day to see if it help and there was no change.

Just for testing purposes.

Now I am wondering if it might be your Panasonic phones because my Panasonic phone system will call out to a specific number if there is a new voice message right after the caller hangs up. I would go through the menu options on your phone to make sure that feature is not activated if your phones do have that option.

Good idea but nothing there. No function for forwarding calls or alerts.

Make a list of every device that is plugged into your wall jacks and post it on here. There are lots of devices that know how to make a phone call.

I have a Panasonic cordless phone system that supports 8 handsets. That would cover 8 of your 12 phones without using the wall wiring.

You could get total coverage with 3 cordless phone systems that each support 4 handsets. All three cordless bases would be plugged into a 3 way splitter that is plugged into the Telo.

The Telo can't make a phone call by itself unless the power supply is failing and has dropped below 5 volts. If it got below 4.75 volts the logic would no longer work correctly and anything is possible.

I have 3 things plugged into the wall jacks.
1. ooma telo
2. panasonic KX-TGE260 with 6 wireless handsets
3. panasonic KX-TGE260 with 6 wireless handsets
so there are my 12 phones working off 2 bases. One is set to phone only, no answering machine.
Use to have dish and cable box use a phone line but that was years ago.
