I understand from you reply it works with the current and old TELO.
A review for the AT&T CL82407 with SCB, Nov 11 2018 states there maybe a problem.

I tested the AT&T SCB phone with my Ooma Telo by using my cell phone. I deleted my cell number from the AT&T cordless phone directory. It blocked me and asked to say my name then press #. My first test, I had to press # several times but it then rang my cordless phone. I then tried it again, after I said my name and pressed # once, it rang my cordless phone. It's not perfect but appears to allow people through provided they state their name/organization and press the # button. However, the caller may have to try a few times.
Any phone number in your AT&T cordless phone directory or "Allow" list comes right through without the "pressing #" ritual.
