Using ooma without Telo powered

We are selling our house and plan on traveling. With Ooma premier will we be able to get calls forwarded to our mobile device when the Telo is not powered?

Yes. In fact, there is an option to forward to another number if the Telo is off-line. This is all done at the Ooma servers.
From the my.ooma.com dashboard: Preferences, Call Forwarding. Put a check in one of the options, set the phone number, and use the drop-down to choose when to ring that alternate number.
