Paying Twice for Premier???

I looked at my bill for the first time in a long time, and notice that although I pay $136 once a year for Premier Service, I'm also charged about $10 a month. I called Ooma, and was told that the $10 a month if for taxes and fees. I looked at the bill, and see:
According to this, it looks like my taxes are about $6 a month, but I'm being charged $3.99 for "Secure Plan Monthly Premier". What I don't understand is why I need to pay this $3.99 monthly, given that I also pay $136 a year for Premier. I tried to ask the Ooma person and was told that the $136 a year is for a Premier Subscription, whatever that means. On the Ooma website, the tax calculator says that my monthly taxes and fees are $6.24, and the Premier site says Premier service is $9.99 a month (which 12 months of would be less than $136). So does anyone know why I'm being charged the $3.99 each month for Secure Plan Monthly Premier, given that I already pay $136 a year for Premium service (since the $3.99 is not a tax or fee)? It seems I'm being charged twice, or Ooma is misleading in saying Premium service is only $9.99 a month plus taxes and fees. Any clarification would be appreciated.
