I have two line coming into OOMA and am in the process of porting a third line.

I received calls on either line but could not place a call.

I mucked around and finally pushed **0 before I tried placing my next futile outgoing call AND IT WORKED!

I simply needed to direct OOMA to which of my two numbers I care to dial out on.

Select **0 or **1 (or **# if you have up to 5 lines) for the line you care to use to dial out on, for the initial line choice.
The line choice chosen will be retained until **# is entered to redirect outgoing calls to you other number.

Caveat: These are my initial observations, as a first timer. YRMV
