Huge delay when calling my cell phone

When I call my cell phone, there is a 20-25 second delay (sometimes even a little longer) before the ringing begins. I can call other numbers from my Ooma line without problem, and I can call my cell phone from my landline without problem.

I called Ooma support, and the rep told me that she "changed some [unspecified] settings in my Ooma" and that I should unplug it for two minutes and plug it back in. However, doing so produced no change.

Does anyone have any suggestions, either for what I can do, or for what I should ask the rep to do when I call them back?

If I can't get this fixed, Ooma will not be able to replace my landline.

Are you using 10 digit dialing?
Do you have 10 digit dialing enabled? if not, you must dial 11 digits.
Are you using 7 digit dialing? I hope that no longer exists but if it does you must dial a # at the end of the digits to let Ooma know there are no more digits.

Yep. Enabling 10-digit dialing is one of the first settings I changed.
