Ooma 4G/LTE cellular

I currently use the Telo Air 2 base but I'm curious about the 4G/LTE version.

Does it use cellular voice like an ordinary cellphone, or does it use VOIP over cellular data? The reason for the question is that my area has adequate cell service but the towers tend to be congested which makes cellular data slow and data-only devices are sometimes deprioritized.

It almost certainly uses LTE data for VOIP.
