How can I turn on closed captioning for telephone calls?

My hearing is worsening and I'd like to have closed captioning on my phone calls.

According to this link, I should be able to do that with my Ooma account. But how do I access this feature?

Based on the available documentation, it looks like closed captioning requires either a special telephone, a smartphone, or a personal computer.

I was a little confused because Ooma also has this page, saying that you don't need special equipment.

Maybe I'll try calling customer service.
