"password" required on outbound calls to cell phones

With an Ooma Hub and Scout connected at home, when I make outbound calls from home to cell phones (on AT&T cell network), I hear the message "Please enter your password." (seems like the phone call is trying to connect to a user's voice mail account.) The calls do not connect without the password. What is happening, and how do I remedy?
