VM & Call Waiting Problems on Line 2

I have a Telo and Premier service, along with phone numbers in different area codes for each of my 2 lines. I have my house wired with VoIP from the back of the Telo, and also have a Telo handset.

If I'm talking on Line #1 and get another call, I get the call waiting beep, but then the incoming call switches to Line #2 and the Telo handset starts ringing. The problem is that even though I've set VM to pick up after a certain number of rings (and that works on Line #1 when not in use), the call does not go to VM for the incoming (call waiting) call.

Anyone know what I've missed in the settings or how to fix this?

That's the instant second line when it rings on the handset. Premier allows two simultaneous conversations on the same phone number. If you don't answer the handset, it should go to voice mail eventually.

That's what I thought was the case, but shouldn't the same settings apply to the instant second line? In other words, I have it set to go to VM (in My Ooma) after 5 rings, yet it doesn't. Instead, that line just rings and rings until the caller gives up and hangs up.

Oh, and sorry, I neglected to mention that I have another cordless phone system with multiple cordless extension phones plugged into one of the telephone outlets in another room of the house (in addition to the Telo handset). It's when I'm talking on the "other" cordless system and someone else calls in (call waiting) that the incoming call switches to the second line, the Telo handset then rings but does not go to VM.
