311 and other special numbers don't work

We just tried to call our local 311 number which is the number to get support from city services. This is a common number for doing this. Instead of getting a connection to the city, we get a message stating that our prepaid account had no balance. When I called Ooma support I found out that it saw this as a foreign call. There are several of these special 3 digit numbers that don't work including the national 988 mental health crises hotline. Since these are a standard feature of the phone system, I would think that this would be routed correctly, especially when it is a national service. I propose that this be remedied.

311 works fine for me to the Toronto services when dialed from Toronto, Canada.

Ooma does support calls to 988. If that is not working correctly, then contact Ooma to report the issue.

However, 311 is not a national service. It is a number for local non-emergency municipal services, which is "supported in many communities". Ooma may not support it in some areas. That may sometimes be due to circumstances beyond Ooma's control. Per their legal terms:
10. Additional Terms of Equipment and Service
(k) May Not Support x11 Calling:
The Equipment ... may not support 311, 511 and/or other x11 services in one or more (or all) service areas (other than certain specified dialing such as 911 and 411, ... and 711 ...
Regardless, Ooma should not treat 311 as a foreign call. International calls require an international call prefix, ("011" for calls from the U.S. or Canada), before the country calling code, ("31" for calls to the Netherlands).
