You can fix the local IP addresses changing by configuring the router to issue IP addresses based on the MAC address of the device. For example my main computer is always x.x.x.2. I'm not sure how the ISP connects to the modem. It could be by MAC address or it may have been assigned an IP address in their supervisory network. All I know is they have no trouble accessing mine when I call them. Even though I own the modem they can change the firmware any time they want.
