You've been mis-informed. Your individual billing cycle starts when you buy an international bundle.

You were told wrong. For the Premier 1000 plan, bulk rates apply beyond plan minutes as well.

I don't mean to high jack this post but does the meter start counting before you connect with the other person. My phone message and call log docks me even though I didn't even talk to the person I tried to call.

The meter starts running when the call connects even if answering machine.
