Enabling Expanded Blacklist Issues

I posted this question in another thread last week but it was getting lost in a more general conversation. I've went through the forums and tried what I've seen as suggestions but I cannot get the expanded blacklist to enable in the portal. I just get an error "Something went wrong with this request./401". I tried changing the community black list to see if that would allow me to save but that didn't work either. I can't even add new numbers to my existing blacklist (which is painful right now because this telemarketer from Mexico is calling me every hour right now). Thoughts? I'm pay for the premier service so I should have access to it.

Try using a different browser? Usually clearing cache and cookies work.

I've tried clearing the cache etc, also on Chrome and IE (even mobile version of Chrome). Same error every time...
