try making an international call and...silence...nada

Just installed my new OOMA TELO. Everything is working as it is supposed to except....when I go to make an international call to the Netherlands Antilles (011-599-9-XXX-XXX)...the phone goes silent after I have entered the phone number. NADA!
When I hang up, the OOMA logo flashes red for a while until it resets to steady blue.
Here's where it get's weird. Domestic calls work just fine. Incoming calls no problem.

HELP! The main reason I bought this system is to save $$$ on international calls.
