Virgin Mobile LG Optimus V and ooma android app

Since I am a premier subscriber, and I wanted to give my son a few extra minutes on his cell phone, I had him pay for the ooma app.
He tried 5 times, a few days ago, to call home. Each time it disconnected after 15 seconds. How can we make this work?

Was he using wifi or 3G network when he called? Both wifi and 3G yield same result?

He was in his apartment, so it was wifi, which I think would have been the best best for the call to go through.

When they are using the app, the Ooma logo on the mobile app is blue?
When was the last attempt? Only call connection I see was on 3/29.
