Is the Hub still grandfathered no tax?

Does anyone know if the Hub is still grandfathered to avoid mothly tax charges? What about the $99 a year Premier?

So far my core system (Hub and Scout in the same box) has not been charged any fees.
The $99 Premier ended December 31, 2009.

Isn't everything liable for taxes if activated after a certain date?
