I disabled the fax re-try mode from the OOMA control panel and now I'm up to what appears to be perfect reliability on the first call using the Telo in Alarm System mode and the Vista 20p. 
It executes the call in 16 seconds, which appears to be the minimum, with other configs I had it going 20-30 seconds doing retrys of some sort. I'm very happy!
