Incoming Calls in same area require area code

Some callers within my same area code are required to use the area code to connect to my Ooma number. Not all callers within my area code, but there are two that I know of. One is a neighbor, and another is my Mother-in-law. What can I do to fix it so all numbers within my same area code will only be required to enter my 7 digit number?

That is controlled by the caller's phone company. They may think your number is a regional or long distance call. 7 digit dialing is on the way out due to cell phones requiring way more numbers than were originally envisioned. 7 digit dialing was terminated about 20 years ago where I live when area code overlays were created. My house has three area codes. My home phone and cell phone are in different area codes.
