I currently have two analog copper lines which I have left in place and will not be going away anytime soon.

I have also have multiple VOIP lines testing Ooma's service with these other VOIP companies.

That said how it taxing structure configured and why do I have to the addition charges to my VOIP lines when my default phone line is copper?

The tax is not per location. It is per number. A long long time ago, when I had two Verizon (Bell) landlines, each line had the same taxes. The taxing authorities went for the process that gave them the most revenue.

Although Ooma RRF is per account which could have more than one number.
