Blocked numbers still ringing through

Noticed today that one particular number has called our house 3 times in the past 2 days. We blocked it after the first call, but they are still ringing through. Same caller ID number and same text name. Does show as blocked in our call log...

'Enable personal blacklist' is unchecked on your account.

What would have caused this change? I have enabled it previously - is this one of those things that require a modem reboot before it takes effect?

All call blocking and forwarding is handled on servers, not on the telo.

There was a MyOoma bug that could cause someone's blacklist settings to be reset but that was fixed late May.
