Heavy Static and Dial Tone won't release 10 yr. old Telo

Hi, I think that I have determined that my 10 year old Telo (S/N MS1141K10423) is the problem, but I am not certain. Recently, when answering the phone (cordless Panasonics) I would get a very heavy static and then when I disconnected and tried to dial out there would be no dial tone at all. I tried both the short and long reboots including the router. Today, when I tried to dial out, as I dialed, the dial tone stopped, but when I was done dialing the dial tone resumed. I plugged a different phone into the Ooma and I got the same result. Any suggestions? My Ooma has always been connected to a surge suppressor, but I fear it's the end of the road for it.
