How come calling a Portuguese cell phone is 60c per minute compared to 3.7c for a landline there? Really curious

The total cost of a call includes the the "calling rate", (what the calling party's provider charges to make outgoing calls), and the "termination rate", (what the receiving party's provider charges to accept incoming calls). Different countries have different laws about which provider pays the termination rate.
For example, in the U.S. and Canada, the receiving party pays the termination rate, and in most European countries, the calling party pays. Portuguese mobile network operators charge more to accept incoming calls because they can. Ooma just passes that cost along to the caller.
