Why am I paying $19.95 for basic?

I’m not the original account owner. My boyfriend friend set the Ooma account up over 10 years ago. He passed away last year. I took it over and put it in my name. I have basic service and am being charged $19.57 every month (sorry it says $19.95 in title). And I don’t even make calls. Someone told me it should be $7-10 per month. What gives?
