I have to use 7 digit dialing for local calls...what a pain.
So, does the new 10 digit dialing feature fix my problem:
When we get a call that shows up in caller id, it is 10 digits, but if we try to call it back and it is a local call, it says the call cannot be completed as dialed. It wants to use 7 digits for local calls. It is very inconvenient.
I should be able to scroll through my call history and when I run into any local number, hit the call button and the call is placed (no 7 digit dialing necessary).

Do you have a local landline integrated with your ooma hub? If you do, local calls are placed via the local landline and you have to meet the dialing requirements for that phone company. That scenario is out of ooma's hands.
