Does $0.00 in pre-paid fees equal $0.00 liability?

Does $0.00 in pre-paid fees equal $0.00 liability?

I want to put a cordless phone in my backyard and have $0.00 in my pre-paid account. If for some reason someone was to use that phone such as the gardener, etc. and attempt to call a 900 number, 411 or perhaps an international number would any of those calls go through given that there are no funds to cover them? I could care less if anybody used the phone for any reason assuming there was no charge to me but did not want to leave a phone that perhaps could be stolen or used without my permission where charges could accrue. Thanks in advance for your thoughts.

If you have zero balance in prepaid, you can't make calls that cost money such as 411 and international calls.
