Sometimes get a busy signal when trying to call mobile #s?

I have a new system which I just installed a few days ago. Seems to be working ok, except for the fact that I sometimes cannot make outgoing calls to mobile phones. This is intermittent. It will occasionally work. But when it doesn't, I hear a long delay and then click to busy signal.

Anyone else have this trouble or know what the issue could be?

This is still happening...fast busy signal. Argh.
