Problems with international faxes

My fax machine works fine on Ooma for domestic faxes, but not internationally. I am dialing *99 (per Ooma instructions from a fax), 011 (exit code), 380 (country code), then the number. The Ooma message I get says, "You have $10. You have 57 minutes. [One ring]Your call cannot be completed. Please try again. You have $10. Goodbye." What gives? Anyone have any ideas?
